The Texas Unified Certification Program (TUCP) is a certification program for the Federal Disadvantaged Business Enterprise (DBE) Programs in Texas. A business' DBE certification received from any of the TUCP members is valid and can be relied upon by any Texas entity that receives U.S. Department of Transportation (DOT) funds. Harris County Transit uses the TUCP directory identifying all firms eligible to participate as DBEs from the website directory at

The directory lists the firm's name, address, phone number, date of most recent certification, and the type of work the firm has been certified to perform as a DBE. Since the TUCP reviews the DBE companies for qualification, there is the assumption that the DBE Net Worth maximum is not exceeded. We make the Directory available to all interested parties electronically and in Harris County Transit’s Request for Proposal and Invitation to Bid documents.
