Notice of Route 11 and Route 12 Proposed Service Change

To Our Valued Customers:

The Harris Housing and Community Development Department Office of Transit Services (Harris County Transit) provide a three-bus fixed route and one Baytown connector shuttle transportationservice for the North Channel area. This service began in operation in December 2019 using special grant funds and those funds will expire mid-2026. With the loss of funding Harris County will have to eliminate one low performing bus route to continue North Channel service. Harris County Transit has reviewed the ridership for routes 11, 12, 14 and determined that route 12 has low or no ridership in some segments of the route area. To continue bus service in the North Channel area, the following changes will be effective March 9, 2026:

  • The Route 12 segment from Beltway 8, Wallisville and Dell Dale to Woodforest will no longer be served.
  • The Route12 segment from Woodforest to Channelview High School on Sheldon, Bear Bayou Dr, Becker St and Ridlon Ave to Sheldon will no longer be served.
  • Route 11 return stops from Jim Fonteno Annex to Wallisville, Uvalde, Woodforest and Freeport will no longer be served.
  • The remaining high boarding area segment of Route 12 will be combined with Route 11 to create Route 1112.
  • The stops at Market @ East Freeway, East Freeway @ Sam’s Club and East Freeway @ Haden will be discontinued.
  • The Route 13 Baytown shuttle will remain discontinued on Saturdays until further notice.

Harris County Transit will accept public comment through the [email protected] email. There will be surveys on the buses, and we encourage all transit users to complete and return to Harris County Transit. A Public Meeting will be held on WEDNESDAY FEBRUARY 18, 2026, from 5:00 PM to 6:00 PM at the PINE TRAILS COMMUNITY IMPROVEMENT CENTER, 6003 WOODBEND DRIVE, HOUSTON, TX 77049. Transportation will be provided upon request, to arrange transportation call 832-927- 4953.

Comment and feedback will be accepted by Friday February 27, 2026. The Map below will be the new North Channel Route 1112 structure.

Notice of Baytown Service Change

September 4, 2025

To Our Valued Baytown Customers:

The Harris County Housing and Community Development Department Office of Transit Services (Harris County Transit) provides transportation services through an agreement with the City of Baytown. The City of Baytown provides funding annually to Harris County Transit for the operation of bus and ADA paratransit service within the City. The City of Baytown has opted to reduce the amount of funding needed for Harris County Transit to provide the current level of transportation services.

Due to the reduction of funding by the City of Baytown, Harris County Transit will make the following service changes Effective Monday October 6, 2025:

  • All Early Bird Service will be discontinued.
  • The new bus service hours will be 7:00 AM to 6:00 PM Monday through Friday.
  • Saturday Service will be discontinued.
  • Route 4 serving Decker/330 will discontinued.
  • Route 2 will no longer routinely serve the DHS office on Hwy 146, trips to this location must be requested in advance.

Harris County Transit will accept public comment through the [email protected] email. There will be surveys on the buses, and we encourage all transit users to complete and return to Harris County Transit. A Public Meeting will be held Thursday September 18, 2025 from 5:00 PM to 6:00 PM TBD and transportation will be provided. Comment and feedback will be accepted by Friday September 26, 2025. Public Transportation Agency Safety Plan

Safety is a core business function of all public transportation providers and should be systematically applied to every aspect of service delivery.  At Harris County Transit, all levels of management, administration and operations are responsible for the safety of their clientele and themselves.  To improve public transportation safety to the highest practicable level in the State of Texas and comply with FTA requirements, the Texas Department of Transportation (TxDOT) has developed this Agency Safety Plan (ASP) in collaboration with Harris County and Harris County Transit, which is a division of the Harris County Community Services Department.

Harris County Transit will process and investigate complaints from individuals alleging discrimination in its programs, services, or activities under the Americans with Disabilities Act of 1990 (ADA). If you believe that you or another person has been discriminated against and the issue is covered by the ADA, you may file a complaint with Harris County Transit. You may submit your ADA complaint by mail, fax, or email.
